New Regulations for shipments to Canada-ACI eManifest
For security purpose, Canada designed this protocol to provide advanced notice , commodity data, parties involved in the movement of freight. The ACI eManifest program is for shipments into and out of Canada. Importers and inbound carriers are required to file eManifest data for shipments for all modes of transport.
Freight forwarders must submit the required data beginning November 1, 2020. Starting January 4, 2021, electronic house bills must be used for non-exempt consolidated shipments with a six-month informed compliance.
Freight Forwarders
Freight Forwarders must electronically transmit advance house bill data on consolidated freight to the CBSA. The CBSA must receive and validate data within the time specified by mode.
Ocean carriers
CBSA must receive electronic conveyance and data 24-hours prior to loading or arrival depending on type and origin of goods.
Air carriers
CBSA must receive electronic conveyance and data 4-hours prior to arrival or at the time of departure.
Rail carrier is 2-hours prior to loading or arrival, and Highway carrier is 1-hour prior to loading or arrival.
Pre-Arrival Notification (PAN)
Pre-Arrival Notification (PAN) is still required. Arrangements to clear a vessel can still be made with the local CBSA office, and with the submission of a completed pre-arrival notice prior to arrival of the vessel.
